focus not initially set in filter list dialog

couldn't find an existing bug for this, but pls dup if needed.
to observe:
1. in the mailnews 3pane window, open the filter list dialog --eg, select Edit >
Message Filters.
2. the try to navigate thru the dlg by using the keyboard [tabbing, arrow keys],
or try to dismiss it by hitting the Enter or Esc keys.
result: because focus isn't initially set in this dialog, you won't be able to
use the keyboard to navigate --need to first click with a mouse to bring focus,
then you'll be able to use the keyboard.
looks like FilterListDialog.xul is still using <window>, rather than <dialog>.
jennifer or aaron, is there a tracking bug for various dialogs in the app which
need this sort of coversion?

currently see this on linux, but i imagine that it'd be cross-platform.

There is bug 94802 about keyboard accessibility in the Filter dialog.
I added there other UI issues, which I am going to separate in the different bugs.
Yes, a tracking bug for various dialogs - is a good idea. So far, I have a
matrix with windows and dialogs as rows and columns: test cases/bugs.
This particular issue was reported in bug 94800.
