clicking on scrollbar should activate arrow keys

Details
If a message is displayed in the message window and a scrollbar appears next to
the message usage of the scrollbar should change the focus so the arrowkeys of
the keyboard can be used to further navigate through the message. Instead the
focus remains where it was, usually the window above where the messages are
listed. Hence usage of the arrowkeys changes the message on display. If one
clicks on the rest of the messagewindow where the message itself is on display
then the focus is set correctly.

So, we need to move focus from Thread pane to Message Body pane and activate
arrows keys - after clicking on a scrollbar from Message Body.

Agree. Clicking on a message pane scrollbar should give the message pane focus.
Updating multiple bugs. This is a valid UI issue. Would be nice to have it fixed
if time allows.

I don't think this is an accessibility bug because someone whose using the
keyboard only would have tabbed to the message pane and that works fine. This
also doesn't appear to be a mail bug. If I go to the browser and put focus in
the sidebar (say on my history list) and then click the scrollbar for this bug
report and then use the arrow keys, the history list selection changes, not the
page. It looks like scrollbars don't change focus to the area they control.
reassigning to XPToolkit but this may not be the correct component.

Target Milestone: --- → Future
Tested in Windows Explorer, if you clicked on an folder listed in the left
pane, then dragged the scroll bar in the right pane to navigate. Here, you
pressed Up/Down arrow, the focus still remained in the left pane. So I don't
think this is a bug, it's a feature.
