Yes, I know it's evil empire and all that, but the problem's with netscape.
Basically, look go to ninemsn.com.au and view the source. I've noticed that the
whole site is encased in a frame. Now look at the frame source code. Despite
the fact that there is only *one* frame, two sizes are needed. Further, this is
something that iexplore (ugh) gets right.

NGT (unlike Nav 4.x) honors <frameset> or <frameset rows="*">. It has always
worked this way.
