Overview Description:
after a tooltip for a button is created and displayed, clicking on
the titledbutton once does nothing.
Steps to Reproduce:
1) start apprunner on macos 8.5
2) mouseover the Mozilla titledbutton of the bottom tasks overlay
3) wait for the tooltip to appear.
4) now click the Mozilla button once. notice what happens.
5) click the Mozilla button again.
Actual Results:
The first time you click on the Mozilla button, the apprunner window
gets the focus and appears infront of the tooltip. the menu does not
pop up. The next time you click on the Mozilla button, the menu does
appear, but the tooltip does not vanish like it's supposed to.

and the menu should popup.
