Dragging a vertical scrollbar's thumb to the end position does not scroll enough to make the end of the page visible when there is a horizontal scrollbar present. Repeat by: 1. Load any sufficiently long page, e.g. http://slashdot.org/ 2. Make the horizontal scrollbar visible by reducing width of window. 3. Grab the vertical scrollbar's thumb and drag it to its end position. The last line of text is obscured by horizontal scrollbar. (Clicking down-arrow button on v. scrollbar makes it visible.) I was using nightly build 1999-08-16-09-M9 on Windows 98 SE.
I can't get slashdot.org to load right now, bu if, by 'sufficiently long' you mean long enough to require a vertical scrollbar, then I'm unable to reproduce this on Win98, using today's opt bits and several other pages.
Maybe I was too quick to generalise, but I have seen this bug at other places than slashdot.org. Anyway, I have now repeated this bug (on slashdot.org :) using 1999-08-16-09-M9 on Windows NT, and also on Solaris (Aug 16 build). It is probably cross-platform.
Repeated at http://www.theregister.co.uk - updating URL field.

I don't have those platforms to reproduce, reassigning to evaughan to ensure these cases work using GFX scrollbars

I can not reproduce this. I can scroll to the bottom of both of these pages. Try a newer build this my have already been fixed.

I repeated this bug at http://www.theregister.co.uk using 1999-08-26-13-M10 apprunner on Windows 98 SE. This procedure triggers it most of the time: 1. Start apprunner and load http://www.theregister.co.uk 2. Make the window wider so that the horizontal scrollbar disappears. 3. Grab the vertical scrollbar's thumb and drag it to its end position. 4. Narrow down the window width until horizontal scrollbar pops up again. Now the last line ("Reporters: Tim Richardson ...") is covered by the horizontal scrollbar while the vertical scrollbar is still at its end position. Sometimes when doing point 4. above, the vertical scrollbar just disappears and the window stops to repaint. This usually happens when hitting the point where the horizontal scrollbar should pop up. I will attach a screenshot.

Using 1999-08-26-17-M10 apprunner on Windows NT, I see both the scrollbar and the repaint problems at http://slashdot.org and http://www.theregister.co.uk

Summary: Scrollbar: Can't scroll to end by dragging thumb → Native scrollbar: Can't scroll to end by dragging thumb
I have filed a separate bug for the repaint problem: bug 23443. This bug is still repeatable if using *native* scrollbars (build 2000010308). I have never been able to repeat it with *gfx* scrollbars, so if/when native scrollbar is gone this bug can be closed.
