What is the bug here, exactly? We should be preferring the dashed border to the
dotted one, and we do....
The lower right corner is wrong, the bc code has its own drawing routines and
they are flawed, thats the content of this bug. One could a) improve the
existing code b) map the computed bc borders to the table cell borders and use
the standard border drawing routines. b) seems to me the better option (roc also
recommended to go this way) but I dont know how to do it and this is a rather
big enterprise for me.

The problem here is with the DOTTED border, not the DASHED border as the summary
says, correct? That's how it appears to me.
