Details
This is in reference to bug #12109. Adding the no-repeat property value to a
style used on the <DIV> tag still causes a transparency error. Rather than
making the background transparent and allowing the containing block to "shine
through" it now makes the background white. The result is white blocks running
across the screen.

Resolution: --- → DUPLICATE
The page looks just fine to me with my build. I'm guessing you don't have a
build that contains the fix.
Marking this a DUP of 12109, because it's the exact same problem
