focus is lost when using nested menus

when using the xp menus, if the user clicks on a menu, chooses a nested menu item, moves back to the parent menu, and makes another choice, the focus is lost.
steps to reproduce:
1) click on a menu that has submenus
2) move mouse over a choice on the submenu
3) move back to the parent menu
4) move mouse over a different choice on the parent menu.
the application focus will be lost.
im using build '1999090511' on win98se
