When right clicking on a browser tab, there should be an option "Open as new
window".
Expected behavior:

A new window should be created, displaying the contents of the tab.
The page should not be reloaded.
The tab should then be closed.

This is utterly impossible in the current architecture.

Hmm. That would _sort_ of fix it. It would still be reloaded, just from cache.
Any dynamic DOM changes that happened would be lost, though....
Confirming, another nice-to-have enhancement.
It shouldn't be much different to do rendering in new window instead of
view-source which is the main reason for fixing the 40867.
