Details
allow "Clear Location bar" to have a text box associated with it to
set the maximum number of URLS that can be placed here (0 being allowable
as well - to turn off putting NEW URLS in this location bar)

This was taken out in the old 5.0 mozilla code.
However, we're not even going to ship that.
If you have a problem with the new mozilla NGLayout based browser, file a bug to
a NGLayout engineer.
