"Do you want to save username/passwd" dialogue comes up twice

Details
The form that comes up when you save a signon is coming up twice. You need to
click twice on yes to get it to save.
This is new in 9/13 builds, all platforms.
To reproduce:
1. With SingleSignon enabled, go to a username password site that you have not
been to.
2. Enter a username/password and hit enter.
Results: You will be asked twice if you want to save the signon. I feel once is
enough. :-)

I thought I was observing that in some of the testing I was doing today. But I
was focusing on other things and I just assumed that I kept missing the button
the first time I clicked on it. I'll investigate.
