Bug 7696 talks about floating toolbars. Next to each row of toolbars in a toolbox (not individual toolbars) should be the familiar collapsing mechanism. This will collapse an entire row of toolbars.

I don't know, what you mean, but I'm 99% sure, that we have a bug for this is this will end as wontfix (or both)

Kai: WONTFIXing new bugs without communicating with others is not proper behavior on Bugzilla. Please post the conversation with this "somebody" and give a list of valid reasons. Then, it is at the descretion of the Bug Owner and the QA Contact and Reporter what the final result of this bug is. Since there are only 3 people who have commented in this bug, there has not been proper conversation to warrant the resolution of this bug. Besides, "Nasty" is a relative assessment and you said yourself, "I don't know, what you mean" meaning you don't even know what this bug is about. A toolbox is an area that allows you to move controls or bars around much like you could in a word processor. The ability to collapse a toolbox row or row(s) would allow you to hide a row of the toolbox to temporarily make the content area of the browser larger. If we have a bug for this, then this is a dupe. But, so far no dupe has been identified.
