Summary says it all. This looks like a regression of bug 86296. Repeat by composing a simple message with no spelling errors. Also the button labels are wrong: "close" causes the message to be sent. The button should say "send", just like it did in pre-rc3.
More info: problem only occurs on first install of the spell checker, when no dictionary is selected (wrong default).

WFM mit build 20030905 on Windows XP. When Seamonkey is installed, a dictionary is selected and no spell check window appears when sending mail with no errors.
This bug resolved itself somewhere along the way. WFM with >= 1.4.
