Details
Border placement seems to be inluenced by the value of the 'text-align'
property and border placement is only correct with a value of 'left'.
Section (10) of the test page shows the effects.
There are several bugs here:
1. The colors are wrong
2. The borders nest properly on the top, bottom and left edges, but not the
right edge; I've checked in a fix for this (today: 12/7/98)
Harish fixed the color issue so now that subtest renders correctly now.

Using 3/11 build, verified that margins, colors, alignment and proper nesting
are fixed in section 10.
