1. Build: 11/23a - using release build, Viewer.exe 2. Platforms: Win 95, Win NT 3. Steps to reproduce: Open the above URL. There are 4 links at the bottom of the page: (1) www.occ.com, (2) webmaster@occ.com, and (3) copyright 1996-98, and (4) Terms and Conditions. 4. Expected results: Links should be underlined. 5. Actual results: Links work but are not underlined.

Font metrics were returning decoration size so small it was getting rounded to 0 pixels.

Reopening bug. Using 11/30 devprev release build, but is still there. Tested on Win 95, Win 98 and Win NT.
