"undefined" paragraph format on initial blank document

Steps:
1) Open a blank page
2) Heading is initially "Paragraph" by default
3) Click and type text "asdf" or any thing
4) Heading changes to "undefined"
Actual Results: Defaut heading is "Paragraph" which changes to "undefined" when
new text entered
Expected Results: Default heading is "Normal". Not change when end user types.
Not sure what "Paragraph" or "undefined" really mean.

This is really Simon's bug, but we will probably be switching to comboboxes
for these widgets (bug 17098), so I can look at the problem then.
