Details
Users should cut quotes in mail/news to the minimum. Frequent and good(TM)
action. Aid them with special commands.
There are several UIs proposed. This is the bug for the backend, as akk
suggested, and the UI bugs will depend on this.

Please explain what exactly needs to be implemented. What does "cutting to the minimum" mean?

I don't understand the requirement in Core about the feature. I think that even if somebody would fix bug 147854, they could use insertHTML
or insertText
command. Marking this as INCOMPLETE, but feel free to file a new bug for new API request.

Yeah, this would nowadays be implemented in Thunderbird, not in Core.
