Doesn't seem to have any effect on the layout, whereas it should(?) be drawing a grouping frame around the internal form elements.

Compare the new URL in IE5b2 to the current Gecko implementation. For some reason, the text in LEGEND isn't appearing correctly and the current "border box" replacing the area where the LEGEND text is supposed to appear interferes with the border of the FIELDSET above it. IE5b2 has the right idea for an unobtrusive implementation.
Setting all current Open/Normal to M4.
