Javascript's onMouseOver does not run properly, for example in graphical Buttons which change their appearance via onMouseOver (included in a <a href=...>-tag

There have been a number of issues with mouseover at various times but I believe this particular case should work these days. If not, I'll need a specific test case to look at in order to determine what's wrong. Please reopen with a testcase if necessary.
