Intellicast weather map doesn't come up

Overview Description:
When I try to bring up an Intellicast radar map, I get an image that just
displays a useless error message instead.
Steps to reproduce:
1) Type the aforementioned URL in.
2) Hit return.
Expected results:
When I browse this URL in Netscape 4.5, I see a radar map for the New York City
area, with the time in UTC and little county boundary lines.
Actual Results:
In Mozilla M11, I see an image of North America with the words "Incomplete Image
Request Received" written over it.
Build date and platform:
1999111520, M11, Windows 2000 SP2

Additional information:
I wasn't able to make sense of this by looking at the page source, but maybe you
can. Presumably the URL that Mozilla is using to get the image is somehow
different than the one Navigator is using, but I don't see how.
