scroll buttons aren't working

up and down, page up and page down aren't working.
In tinderbox, Up and down work for me but left and right dont.
If i click right and then press down, it'll reset the horizontal scroll to
the left.

It seems to me that up and down things work on some pages but not others,
whereas left and right never work. I know there's a bug on the latter, and I
suspect there's one on the former as well.

The [Up] and [Dn] keys do work everywhere if-and-only-if focus has been given
to the page first... currently the only way to do that seems to be to click on
a part of the page without a link (see bug 22514 for that).
There's a bug on the snap-back-to-left problem (this seems fixed in M12).
The left and right keys problem is bug 7404.
