Mouseover with GFX scrollbars enabled causes document to scroll to top

Details
When I have GFX scrollbars enabled, any kind of mouseover causes the document to
scroll to the top - and the scrollbar doesn't reflect this. This also happens
when I'm entering data into form widgets.... it might be any kind of reflow.
The problem stops happening when I revert back to native scrollbars.
I'm seeing this on Linux, haven't tried Windows yet.

This bug was partly corrupted; I'm resetting some of the fields.

This does not seem to be happening with a current build on Windows NT.
With the browser window reduced to ~ 300 pixels tall to force vertical
scrollbars to appear, checking the testcase at
http://bugzilla.mozilla.org/showattachment.cgi?attach_id=3249
and after scrolling down to the lower table, no scrolling takes on mouseover
hover or blur of the links.
Tested with: 1999-12-08-08-M12 nightly binary on Windows NT 4.0sp3 -
with both GFX and Native scrollbars.
Suggest marking WORKSFORME if it does work correctly for you too,
or possibly as a DUP - I seem to remember seeing this before, but I'm
not finding it among the 192 bugs with "scroll" in the summary.
Marking bug REOPENED for now so that status can be changed to anything else:
there is currently no Status at all.

Used to happen on Linux, but not anymore. too lazy to search for dup, resolving
as wfm.
