HTML background does not draw on initial visit

The margin of the BODY, which is correctly filled in HTML's background color,
does not get drawn to the right and the bottom of the page on initial load.
If the window is forced to redraw (eg, if its invalidated by another window
going over the top) then it draws ok.

Looks fine with latest browser. Probably fixed by one of the many changes to how
we handled the root frame, HTML element frame, and BODY frame
