[DOGFOOD] Unable to set focus in the Subject line using left mouse click

Steps:
1. Launch Messenger using the -mail option
2. Open the Compose window by New Msg button
3. Type in the email address in the first To: field, press Enter
4. Notice that cursor focus is now set to the second line of the addressing
field.
5. But I want to use the left mouse click to set focus in the Subject field
Actual result: Notice cursor is unable to set focus in the Subject field. I had
to press Tab first before it can set focus in the Subject field
Expected result: I should not have to use the Tab key first in order for it to
set focus in the Subject field. In Nova, I can use the left mouse click to set
focus in the Subject field
This occurs on all 3 platforms.

Apparently, if you click in the right portion of the subject edit field, you can
activate it.

With a tree pull around 10 pm, everything about forms element activation is back
in order. I can now correctly set the focus into the subject edit field. I
cannot find which check in has fixed the problem!

I tested this bug under plain text editor and html mail editor.
On Mac, I noticed that you had to click twice in order to set focus. The first
click select the field but did not set focus. I'll log a separate [PP] on this.
On win32 and Linux, this did not occur.
