Top margin appears not to be honoured...

This looks like a duplicate of 1583. I'm not sure, though.
Setting all current Open/Normal to M4.

Nice bug. It turned out to be quite an edge case - you need to have a construct where the first line of a block element was nothing but zero height elements (e.g. compressed whitespace and zero sized placeholders for floating elements) followed by a block element that had a top margin. AND, you needed to have the container that contains all of that be the one responsible for margin collapsing. Anyway, its fixed

Fixed. Tested in Apprunner with Mac (March 9th Build) and Windows NT, Win 95 (March 8th Build).
