When click on a link in a frame, Mozilla will open that link in a new window instead of the targetted frame. Observed with Build 19991208**, on a Windoze 98 PC with 96 MB RAM.

Changing component to HTMLFrames. This was a recent regression mentioned on one of the newsgroups (mozilla-builds??). I don't know if there's an existing bug on it. Marking [DOGFOOD].
