When click on a link in a frame, Mozilla will open that link in a new window
instead of the targetted frame.
Observed with Build 19991208**, on a Windoze 98 PC with 96 MB RAM.

Changing component to HTMLFrames. This was a recent regression mentioned on one
of the newsgroups (mozilla-builds??). I don't know if there's an existing bug
on it.

I made some webshell fixes the exposed this bug. Working on the fix...
I was going to try and get this done this weekend for landing in M12. I think
it should be in M12.

Fixed in the Dec 14 th build on Mac, Windows. Also fixed on Dec 12th Linux build.
