The timerTest test app doesn't exist on linux

This test has win32 specific code. Ill build it on win32 to evaulate how easy a unix version would be. marking assigned.

Tag, Ramiro, you're it. I have only a tangential relationship to the timer code on Windows. I definitely don't own it on linux. Feel free to close the bug as a WONTFIX.
