Using the following builds: Win: 1999-12-14-09 Mac: 1999-12-14-08 Linux: 1999-12-13-14 Steps to Reproduce: 1. Open attached file (with gif). Document has a background image located at the top right corner of the document. 2. After document displays, close the sidebar. 3. After the sidebar is closed, reload the page. Expected result: After sidebar is closed and page is reloaded, background image should display at the top right corner of the document, clear of the scrollbar. Actual result: On Windows platforms, when page reloads, background image is behind the scrollbar; when the scrollbar is used, the background image 'jumps' to the left, clear of the scrollbar. This behavior is seen only on Win 95, Win NT and Win 98. Mac and Linux are okay.

Only happens for gfx scrollbars. Works fine when we use native scrollbars

This is a big when it draws the background of the body on the right. For some reason it draws it under the right scrollbar. Works ok on left.
Upon managerial request, adding the "testcase" keyword to 84 open layout bugs that do not have the "testcase" keyword and yet have an attachement with the word "test" in the description field. Apologies for any mistakes.

Netscape's standard compliance QA team reorganised itself once again, so taking remaining non-tables style bugs. Sorry about the spam. I tried to get this done directly at the database level, but apparently that is "not easy because of the shadow db", "plus it screws up the audit trail", so no can do...
