Pages in frames or iframes do not get activated for scrolling by cliking on
their scrollbar.
Reproducible: Always
Steps to Reproduce:
1. Just got enter a bug: http://bugzilla.mozilla.org/enter_bug.cgi
2. See the most-frequently-reported bugs list in the iframe.
3. Click & scroll on the iframe scrollbar.
4. Now continue scrolling with the keyboard arrows. ¡It scrolls the main page,
not the iframe!
5. And there is more to it... maybe related. Even if you click on the page
itself, and start typing a word (to search for it) it searches in the main page
and not the iframe.
Expected Results:
I think anyone would expect to activate the window by clicking and scrolling on
its scrollbar.
Same as the search type feature... If I clicked inside the iframe, why doesnt it
search within it?

Confirming bug, 2003-09-01-05 trunk Linux.
Bug also occurs with a <div style="overflow:scroll"> so it's not frame
specific.
