I am running build 1999121712 on Win95 in resolution 1024x768 with large fonts. I suspect the large fonts part is the key. The Mail Account Wizard is illegible in many places because the text runs off the bottom of the tiny little window. The problem is compounded by the fact that no scrollbars are provided. This makes entering some of the data impossible.
