Mouse cursor doesn't change from "Hand" to "Line" when using cursors to scroll down.

Details
Go to a webpage and positions the mouse cursor over a link to that the cursor
changes to a hand. Now press arrow down on the keyboard. The page gets scrolled
down but the cursor keeps looking like a hand if it's over a link, when it's not
anymore.
Using build 1999122108 on Win98SE
Tom, sounds like an event issue. I haven't tried it to see if it only happens
with gfx scrollbars

Reproduced on NT with and without GFX-scrollbars.
To see this, click somewhere other than a link on the page first, so the
page will get focus and the down-arrow will scroll.
Tested with: 1999-12-25-08-M13 nightly binary on Windows NT 4.0sp3
