This may be a duplicate of bug 20185.
This page displays properly using the 2000-01-01-08-M13 nightly binary on WinNT 4.0sp3 (with or without GFX scrollbars on), so it probably is a Linux-only problem, like bug 20185, "[DOGFOOD][PP]absolute position elements repaint wrong w/GFX scrollbars on." On the other hand, inspection of the HTML reveals no CSS position: absolute, nor a <LINK>ed-in stylesheet, so this is unlikely to be the same issue as 20185.
Displays great on Win98, same build as Sidr's, too.
There is an INPUT TYPE=img on this page. bug 20185 also occurs with an input img: "I see this on http://www.nokia.com/phones/8210/main.html, if I comment out all <INPUT type="image" ...> on a local copy of that page the problem disappears (no absolute position involved AFAIK)..."
Moving over to beard/petersen for possible dup evaluation.

This sounds like the home.netscape.com problem as well. Handing to pavlov for dup evaluation.
