Details

Using M12 create a HTML file with an URL to a local file that does not exist yet. Click on this URL gives a blank file.

sounds like this is the way its supposed to work. its not clear in the bug report. was the created file saved? is this a suspected composer bug? or browser bug?

This sounds like a browser bug to me. Specifically, "click on this url" with the results of "blank" sounds like browsing. I think the submitter expected to get an error message like 4.x. Sounds like a duplicate of #19073 *** This bug has been marked as a duplicate of 19073 ***
