I read this as one of the following, probably the second, since the first is working properly (selected text in the browser viewport can be copied and pasted via the menu or ctrl-c): 1. After selecting some text on an ordinary HTML page, the Edit>Copy menu item remains grayed out and unuseable. 2. After selecting some text in the Location (URL) bar, the Edit>Copy menu item remains grayed out and unuseable. Tested with: 2000-01-06-08M13 nightly binary on Windows NT 4.0sp3 Unless you meant (1), keithh@netscape.com, this looks like a DUP of bug 4722, "[FEATURE] Cut, copy, paste, & select all in URL entry", M13. *** This bug has been marked as a duplicate of 4722 ***

Yes, it is the second scenario. Copy works fine when selecting text from within the HTML page, however the Copy option remains greyed out when selecting text from within the URL window.

I'm rubber-stamping this bug report as duplicate, as an OS of "Other" didn't give any idea what platform to check on.
