While PgDn is not working, are any messages showing up in the console window? This might be a duplicate of bug 23401.

No message on the console. Looks to me like a focus problem. - Click on the sidebar grabber/resize the sidebar shouln'd take away focus from browser window (especially if you collapse the sidebar) - Similar things happen with toolbar buttons: 1. Go to Mozilla.org 2. Click in browser window (PgUp/Dn now works) 3. Hit Reload (Now PgUp/Dn doesn't work)
