Sent this bug over to release team.
I'm also see this problem in today linux build 2000-01-10-08-m13 build and yesterday build 2000-01-09-09-m13. Christopher Pratt is seeing this problem too I believe.

I'm going to reassign to cyeh (release team). This does not belong to Phil
Karen - new or migrated profile?
Assignee: cyeh → leaf
doesn't matter; fullcircle is missing in the build package. Trying to figure out why.
QA Contact: lchiang → cpratt
Yes. It just cannot start seamonkey no matter it's new or migrated profiles. Change QA contact to cpratt since this is build/release problem, Cc: Lisa.

Sorry i didn't clear this before it go to pdt's plate. Marking fixed with today's latest build (yay!).
Used Linux commercial build 2000-01-11-09-M13 commercial build. It works for me for today's Linux commercial build -- I can start seamonkey without problem.
Status: RESOLVED → VERIFIED
