Using 1/14 build on Win 98. Open the URL. Expected: Background should render. Actual: Background does not render.

The problem is the parser is auto-generating a BODY element and losing the HTML attributes associated with the real BODY tag. Here's a simple example from www.caldera.com that demonstrates the problem: <center> <body bgcolor=#000000> Some text </body>

Fixed by improvements to new DTD system; also fixed one in comment parsing.
