Details

When a page requests basic realm authentication the dialog displayed to prompt for username and password does not handle <TAB> and <ENTER> keys at all well. <TAB> should move between fields and buttons and <Enter> should be equivalent to pressing the default button (if the current widget is a non-button) or the current button (if thats a reasonable expectation for the current widget :-)
It sounds more like a UI implementation problem. give to widget folks to take a look.

I don't know who owns tabbing in this particular dialog. I remember hangas doing some stuff with dialogs, so cc'ing him. Also giving to dialog qa person.

reassigning to pollmann, who owns tabbing in general, don't know who owns this dialog either.

Actually, tabbing does work in the dialog, it's just all in the wrong order. And since there's hardly any visual feedback for tabbing to a non-text widget, it looks like it doesn't work at all. Ben's got the bug for this dialog. *** This bug has been marked as a duplicate of 18411 ***
