XPCOM needs outside headers to build. This is clearly something that we should try to clear up. According to Jason Grace <jgracer@ems.att.com>, the xpcom needs the caps-related international code commented out, the the preference stuff commented out. I believe this occurs in xpcom/ds and xpcom/base (nsrefcnt.cpp).
