1. The top & left frames should not have scroll bars, but do. 2. Move the mouse over the items in the left frame. A hover effect changes the text underneath the mouse. This hover effect doesn't work in Mozilla.

The first problem is a known problem with framesets (see bug #1227). Vidur, are we going to support 'hover'?
If we are going to support the 'hover' pseudo-class, Peter should probably drive. With event listener lists on content, we have the event infrastructure for it.
