XPCOM.DLL linked to missing export

Details
When attempting to launch mozilla.exe an error occurs. The warning box which
appears in windows 95 reads: Error Starting Program The XPCOM.DLL file is
linked to missing export KERNEL32.DLL:GetFileAttributesExA.
This error first appeared around the 20th of January and has appeared in all
nightly builds which I have downloaded for the past week. This error makes it
impossible to run Mozilla.
Steps to reproduce:
1) Download latest nightly build
2) Unzip
3) Double click on Mozilla.exe
Error should now appear.

terrigena@home.com, have you tried the M13 build or a
mozilla-win32-installer.exe version?
This would surely have been reported by many others if this was a Mozilla
problem ... unless you can reproduce this problem on another machine it will
be difficult to address.
Assigning all open "nobody@mozilla.org" bugs to "leger@netscape.com" to weed
thru.

This is a dup of bug #25028. But the good news is that it is fixed (jan27+).
