While the previous bug I filed on this subject (#2460) was marked as resolved,
it doesn't seem like it has been, fully. The black background with white text
is working correctly now, but the table is still not laying out correctly for me
here on Win98 (at least until I do a reflow/refresh). In addition, the <LABEL>
tags are causing white blocks to overwrite the text inside them (hardly what I
want a <LABEL> to do). And, finally, when I resize the window
(maximize/minimize/whatnot), the forms and the text start overlaying one another
and looking pretty bad. I filed it under parser because of Mr. Gessner
resetting the first bug to that.... I assume this second bug is under the same
general area.
This is a legitimate bug, and appears on NT too.
What's interesting is that the form elements do appear to move around when you
maximize/minimize the window.

if this is two bugs, then two bugs should be filed. what i see is that there
are labels to the left of the form elements that appear as white blocks. this
is a layout rendering issue so should be assigned to layout. i'm not seeing any
problem related to the layout of the form elements using code from the tip.
there is also a javascript error. does that have anything to do with what is
going on here?

This is still broken in 1/27 Optimized build on win95. I filed a new bug for the
table rendering problem, but the two Label problems still exist, I'm guessing
they are related? Here is the quote from the top of this bug:

the issue of the form elements has been fixed. if there are additional problems
with label handling, open another bug and assign it who ever is responsible
(layout, parser, style system, etc.).
