Pages with a LINK to a stylesheet are rendered twice. Once with default styles and once with the proper stylesheet layout.

Actually, this is a feature (seriously). When a page has linked style sheets, we don't block display, we simply re-render when all style has come in. I'm not rejecting this bug because I'm going to tweak which sheets block to get a better effect, but some (alternate) sheets will still have this effect. (There are author controls, and will be user prefs to override this.)
Setting all current Open/Normal to M4.
