For beta 1 we must have Netcenter URLS for the Help menu items (commercial
build). Netcenter is also providing design help for the page that the top
Help menu item points to.

All items in the Help menu now have URLs, pointing to real pages or to
placeholders (pending final content). Marking Fixed.
