I believe the way the ABBR attribute is supposed to work is that the full spelling of the abbreviation would be in the TITLE attribute and would show up in a tooltip. This is similar to the implementation of ACRONYM. The ACRONYM implementation can be seen in IE5b2 but ABBR has not been implemented on either browser.
