Keyboard scrolling mostly does not work

Details
When I press page-down or arrow-down, i want the page to scroll. 80% of the time
nothing whatsoever happens when you press the scroll keys. Very bad. I hate my
mouse.

At a guess though I think that this a dup of bug 9701.

This is a worksforme on 2000020919.
reporter - can you reproduce this on linux with the newest nightly?

I see this behavior in M13, running under Linux (Redhat 6.1) on a PC:
(1) Open a new window (e.g. Alt n)
(2) Try hammering on "Page Down" or the down arrow: it has no effect.
(3) Click on the scroll bar with the mouse.
(4) Now "Page Down" etc. will work.
Communicator 4.7 doesn't require grabbing the mouse to do this, you don't
need step (3).
(There's some other odd behavior like this, like open a new window, and Alt-F
won't do anything until you click on something with the mouse.)
