Strange or bad tab order on basic authentication dialog box

When you visit a page with Basic authentication, the name/password dialog box
that pops up has a very strange tab order. This is as of the Feb 14th build. I
cannot consistently tab from name to password to Save Values to Ok to Cancel.
Some of this is the existing bug that doesn't remove the selection box, but I
don't think that's the whole story. I couldn't find this bug elsewhere although
my query may have been imperfect; the closest I could come was 16271 .
