js not putting the correct items in context menus

found this while verifying bug 15713. not sure if the component is correct, so
feel free to change/reassign appropriately. i'll copy over what i had said
there:
this is what i did/saw while using today's comm bits on winNT
[2000-02-14-08] and linux [2000-02-14-09].
1. go to the above URL.
2. over any place *other* than the text "XML and related standards...", bring up
the context menu.
observe: the resulting context menu has all the items for a framed page with
images (23 items!).
3. move point over the text noted in step 2.
4. bring up context menu.
observe: get the vanilla context menu, which has the basic 9 items (back, fwd,
reload, stop, view page source, bookmark this page, save page as, select all,
copy).
5. try to bring up context menu anywhere else, and you'll now get the vanilla
context menu.

probably the browser is placing the wrong stuff in the menu. pushing over to law
as i think he did the context menus.

current issue is that context menus no longer appear in xml docs, which is
covered by bug 117805.
