View > Use Stylesheet (and its submenus) are still active on the mac (tested w/mozilla bits 2000022508). This menu item has been disabled from the xul file, probably a mac XP Toolkit issue here.
where are they disabled in xul? in js? what file?

ok, i see what's going on now. disabling the parent should disable the children. i thought this was working, but i guess not.
