Details
It gets an ENTER event but not the exit events.

These events are getting through now. However, we're reworking HTML4 buttons
to work through slightly different code paths. Anyway, I'm closing this bug,
we have bugs for the behavior of HTML4 buttons elsewhere. This is a code level
fix so don't worry about verifying this.
